Fines doubled but 21-day ban scrapped as ECB update recreational drug policies

New policies maintain focus on player welfare following Alex Hales World Cup deselection saga

The ECB have confirmed their recreational drug policy for the 2020 season, which sees players fined more strictly for their first and second offences but no changes to the policy of confidentiality that meant Eoin Morgan and Trevor Bayliss only found out about Alex Hales’ drug use through reports in the media.Hales was deselected from England’s World Cup squad weeks before the tournament last year after a 21-day ban for his second violation of the recreational drug policy, which became public following a story in .It was anticipated that the Hales case would prompt a change in the regulations, not least after Ashley Giles’ admission that Hales would have been in England’s World Cup squad but for that story. But while the fine for a second offence has doubled ahead of this season, from 5 percent of a player’s annual salary across all of their teams to 10 percent, there has been no change in the parties informed when an offence has taken place, and the 21-day ban for a second offence has been scrapped.ALSO READ: ECB increases out-of-competition drug tests with focus on short-form cricketHales’ ban from the game – explained by Nottinghamshire at the time as a break for “personal reasons” – laid the trail for reporters to discover the real reason for his absence last summer which led to his eventual deselection from the England squad. He has not played international cricket since. The changes in the policy came about following broad consultations with those in the game, including first-class counties and the PCA, with a strong focus on player welfare. The suspicions aroused by Hales’ ban last year appeared to have led to the conclusion that any ban should be made public.Hair follicle testing for recreational drugs was initially introduced in 2013, following the death of Surrey batsman Tom Maynard, and the ECB’s policies on recreational drugs have been designed to protect the vulnerabilities of those who might be struggling with addictions. After a first violation of the policy, the ECB’s chief medical officer and various other administrative officials, plus the PCA director of development and welfare and the relevant county’s chief medical officer are all told. A player will now be given a fixed, immediate fine – 5 percent of their annual salary – at this stage, rather than a suspended £500 fine.Following the second violation, the county’s CEO, the PCA’s CEO, the ECB’s CEO and – in the case of centrally-contracted cricketers – the director of England men’s or women’s cricket are also notified, but remain bound by confidentiality arrangements. After a third offence, a player is handed a 12-month ban from the game, and details are made public by the ECB. In each case, they are required to attend a meeting with the ECB’s chief medical officer to determine an “appropriate rehabilitation programme”.The only player to have violated the policy on three occasions is Durham batsman Jack Burnham, who tested positive for cocaine for a third time in 2017 and received a 12-month ban.”We can confirm that there has been an update to the Recreational Drugs Policy for 2020,” said an ECB spokesperson. “This was part of a broad consultation involving stakeholders from the wider game including first-class counties and PCA.”The policy takes into account the important consideration of player welfare whilst ensuring there are meaningful sanctions for each violation. There was further consensus from all parties that any bans will be made public.”

PCB to bid for ICC events with Emirates Cricket Board – Ehsan Mani

The Pakistani board intends to bid for five to six major events in the 2023-31 cycle, aiming to win at least two of those

The PCB is planning to team up with the Emirates Cricket Board (ECB) to bid for ICC events in the cycle that runs from 2023 to 2031. According to Ehsan Mani, the PCB chairman, the Pakistan board intends to bid for five to six major events, aiming to win at least two of those. The ICC had invited expressions of interest from its Member nations until March 15 for 20 global events that will be held in the 2023-2031 cycle but due to the coronavirus pandemic the meetings have been deferred indefinitely. Mani, meanwhile, has opted to initiate discussions with the ECB about the possibility of making joint bids and co-hosting events with a view to increasing the chances of winning the bids.Since becoming an affiliated member of the ICC in 1952, Pakistan have hosted two global cricket events: the 1987 and 1996 World Cups. They were supposed to host the 2008 Champions Trophy (which was later postponed and staged in South Africa) and the 2011 ODI World Cup but lost the hosting rights as several nations refused to tour Pakistan over security concerns in the wake of rising terrorist attacks in the country.ALSO READ – Playing India is like pie in the sky – Ehsan Mani”It is very important for Pakistan cricket and its development that some of the ICC events are played in Pakistan,” Mani said in a PCB podcast. “We intend to make a very serious expression of our interest on this matter and we will be getting full government support as well. The ICC delegation did met with Dr Fahmida Mirza, the Minister for Inter-Provincial Coordination who also handles sports in the country, and they [the ICC] got a very positive impression [of our intent and ability to host global events].PCB chairman Ehsan Mani speaks at the PSL 2019 draft•Getty Images/AFP

“We had expressed an interest to host five to six events and, frankly, it is likely we won’t be getting more than one or two. But we also thought out of the box to bid jointly with another country. I have already begun speaking with the Emirates Cricket Board for a team-up to increase the chances of hosting some of it together but, again, it needs cooperation. There are a few events with 16 games and then there are events with 30-40 games, so depending on the scale, the workload can be divided between us.”For the best part of the decade following the terrorist attack on Sri Lanka’s team bus in March 2009, international cricket on Pakistani soil remained an impossibility, with the PCB also stripped of hosting rights to ICC events. But in May 2015, the PCB convinced Zimbabwe to visit for a short limited-overs series after guaranteeing them a USD 500,000 pay package. Two years later, the final of the 2017 Pakistan Super League (PSL) was held in Lahore, with an eight-member overseas contingent taking part in the high-octane clash. Since then, Bangladesh, Sri Lanka, West Indies, and a World XI side have toured Pakistan for international matches across formats and the PSL, too, has made a gradual comeback in its entirety.”We have demonstrated through the PSL that Pakistan has what it takes to hold international games at a large scale,” Mani said. “Those 30 games were free of any untoward incidents; they were well run despite some logistical challenges, which we were able to overcome to send the message loud and clear that we have the ability to stage big matches. It’s premature to tell which events we would be bidding for but we have indicated to the ICC about our interest across the board: from youth cricket to the senior World Cups. We have full confidence in our logistic capability and infrastructure to hold them.”But there are other countries, too, who are likely to present a strong case for their bids. But unfortunately when the “Big Three” (India, Australia, and England) emerged as a combined force and Pakistan and a few other boards couldn’t stop that from happening, the ICC had distributed all major events between them. But this won’t happen this time around. All the major broadcast markets in the world for the ICC to earn its revenue from is in the South-Asian region and Pakistan is well placed time-zone-wise as well. So, our case is really quite strong.”

Latest Everton injury news, return dates and suspensions

Everton have had a turbulent 2023/24 campaign, but following some fine form, they have guaranteed their Premier League place for another season. The Toffees were sunk by two separate points deductions for FFP breaches, but have since battled their way to safety.

The Merseyside club will still want to keep their players fit ahead of the summer, and with that in mind, Football FanCast is here to keep you updated with the latest injury news coming out of Goodison Park.

Latest Everton injury news

Everton manager Sean Dyche.

Sean Dyche gave a mixed injury update ahead of their Goodison Park meeting with Sheffield United this weekend. The good news is that Dyche confirmed that Everton have no one "seriously injured" at the moment and that "most of the group are ready to go again", except for players we already know who are out injured.

Vitalii Mykolenko – ankle

Defender Vitalii Mykolenko's season is over after he damaged ankle ligaments during the Merseyside derby in late April. The Ukrainian appeared to twist his leg awkwardly and saw out the rest of the first period at Goodison Park before being replaced at half-time.

Having suffered ligament damage, his recovery period will see him miss the Toffees' remaining games.

Nathan Patterson – hamstring

The reliable Nathan Patterson is also out for the remainder of the season after picking up a hamstring injury against Chelsea.

Dyche had this to say: "Patto will be out for the season – he will need surgery. Very unfortunate injury. We're disappointed on that one for him as much as us."

Dele Alli – groin

Everton midfielder Dele Alli.

Dele Alli is yet to play for Dyche, as he was on loan with Besiktas when the former Burnley boss was appointed manager. And things have gone from bad to worse for the recovering midfielder, as he's set to be out for even longer after going under the knife recently.

Dyche provided an update recently on Dele as well, stating: "Dele's focus is just getting fit. Obviously, he's got a period [to go] yet but he's just focusing on that. We're not worrying about when, just, first things first, get fit. That's all we're looking for him to do and that's all he's looking to do."

Dhoni beats Ganguly (by a whisker) in battle of the captains

A survey conducted by Star Sports in collaboration with ESPNcricinfo tried to get to the bottom of a great debate

ESPNcricinfo staff12-Jul-20201:12

Smith: ‘Ganguly took chance on talent’

MS Dhoni has marginally edged out Sourav Ganguly as the more impactful captain in a Star Sports survey, in which two of India’s most successful captains were judged across a number parameters developed in collaboration with ESPNcricinfo. While Dhoni was rated the best ODI and home-Test captain by significant margins, Ganguly was the clear winner in the away-Test captaincy category. Ganguly was also rated the better captain in terms of the team he developed from the players he inherited.A jury comprising former players, journalists and broadcasters from across the globe scored each player out of ten in eight different categories: red-ball captaincy at home and away, white-ball captaincy, batting record as captain, how they transformed the teams they inherited and the quality of the teams they left behind, their major achievements, and each captain’s overall impact. After totalling up all the scores in each category, Dhoni was the winner by 0.4 points.MS Dhoni brought major trophies to India. Sourav Ganguly gave them match-winners of the highest quality•Raveendran/AFP/Getty Images

The most closely contested categories were batting record as captain, the teams the two left behind, and overall impact, with Dhoni nicking the first category and Ganguly edging him out in the other two.Among the former players who voted in the poll were former South Africa captain Graeme Smith, former Sri Lanka captain Kumar Sangakkara and former India openers Gautam Gambhir and Kris Srikkanth. Here’s what they have to say on why they voted how they voted.Tests Home
Survey results Dhoni (8.2) beats Ganguly (7.4)

Gambhir: Sourav had Anil Kumble and Harbhajan Singh bowling in tandem. MS Dhoni had only Harbhajan Singh, so he had to find a second spinner. So probably MS Dhoni [fared better] because he did not have Anil Kumble in his armoury.ESPNcricinfo Ltd

Tests Away
Survey results Ganguly (7.2) beats Dhoni (5.5)

Srikkanth: In difficult conditions, he started winning Test matches. That’s when India believed we can beat England in England, Australia in Australia and Pakistan in Pakistan. That belief came from Ganguly.Sangakkara: Ganguly did not like losing. You saw his emotions coming out in various stages. But it was not just destructive. It came out because he really hurt when India lost.Gambhir: The expectations after winning the [2011] World Cup… we just couldn’t deliver. If we had gone with an open mind, thinking that even if we lose, the world won’t come to an end, we probably would have given ourselves a better chance. If our first intent had been to go out and win, we just didn’t have that.Smith: Ganguly brought a hardness and a toughness to Indian cricket. He certainly was a huge pillar in the strength of Indian cricket and where it’s gone to today. And I always felt, even though MS had some success and India had some success, they were always lacking that one element of aggression.1:54

‘India had belief to win overseas under Ganguly’ – Sangakkara

ODI captaincy
Survey results: Dhoni (8.1) beats Ganguly (6.8)

Sangakkara: It was about the ability of MS winning those important moments by taking very simple decisions. He had a lot of clarity and a lot of confidence not just in his decision but also in trusting the player to deliver and he left the over-thinking to the opposition. But I think Dada had to work much, much harder, with the team that he had, to get into those big moments.Smith: If Dada had had an MS type player, his team was slightly more developed, I think you would have seen his team win more trophies.Transforming teams
Survey results: Ganguly (8.6) beats Dhoni (7.3)

Srikkanth: Ganguly transformed the mindset of the Indian team. Then the fantastic winning combination was given on a platter and said: Here, Dhoni, you have a fantastic team; just continue what we started.Smith: People only see what they can see. A lot of work goes behind the scenes as leader and one is identifying players and bringing them through, taking a chance on talent, and I think Dada did that really well.ESPNcricinfo Ltd

Teams left behind
Survey results: Ganguly (7.8) beats Dhoni (7.6)

Gambhir: When MS Dhoni finished [his captaincy stint], he hasn’t given enough quality players to Virat Kohli, apart from Virat Kohli himself and Rohit Sharma, or Jasprit Bumrah now. There are not too many world beaters, or probably people who win you tournaments. But look at what Sourav Ganguly gave to Indian cricket: Yuvraj Singh, Man of the Series in two World Cups [Yuvraj was only Man of the Series in the 2011 World Cup; Shahid Afridi was Man of the Series in the 2007 World T20], Harbhajan Singh, Zaheer Khan, Virender Sehwag – these kinds of world beaters.Batting record as captain
Survey results: Dhoni (7.8) beats Ganguly (7.4)

Gambhir: In white-ball cricket, MS Dhoni hands down. But in Test cricket, Sourav Ganguly, because MS Dhoni, away from home or away from the subcontinent, doesn’t even have a hundred. And Sourav Ganguly has got a hundred at Lord’s, [and] in Australia.Smith: It’s almost impossible to move away from the impact MS Dhoni had on the game, on world cricket. His ability to finish, to handle the pressures in the almost gladiatorial moments in his career will leave an everlasting memory. I agree that when it comes to Tests, you always felt you had an opportunity to work him over, especially away and out of India. When it comes to Test cricket, I’ll have to sit with Dada, but [in] one-day cricket, MS is my man.1:55

‘Dhoni’s achievements the dream of every player’ – Sangakkara

Achievements
Survey results: Dhoni (8.5) beats Ganguly (7.2)

Srikkanth: Come on man, World Cup 2011, the Champions Trophy, wins in Australia, Sri Lanka, of course the T20 World Cup. So as a limited-overs captain, Dhoni had a huge, huge impact both as a captain as well as a player and as a wicketkeeper – don’t forget that.Gambhir: Purely from the trophies point of view, it’s MS Dhoni. But if you see the impact during those tournaments, MS didn’t have such a big impact as a player. But in the 2003 World Cup, Sourav Ganguly had a fabulous World Cup. If you see the 2007 T20 World Cup, MS didn’t score too many runs [154 from six innings, which was still India’s second best] and neither did he score too many runs in 2011 as well. But yes, as a leader when you talk about winning trophies, yes MS Dhoni. He’s won both the World Cups, T20 and 2011, and the Champions Trophy [in 2013]. Sourav hasn’t won anything apart from the Natwest Trophy. [India were also joint winners of the 2002 Champions Trophy under Ganguly after the final was washed out on two consecutive days].ESPNcricinfo Ltd

Overall impact
Survey results Ganguly (8.1) beats Dhoni (7.9)

Gambhir: Both these guys have taken Indian cricket forward. Yes, MS Dhoni got it a little easier than Sourav Ganguly, but purely from the impact point of view, I can only talk about MS Dhoni because he was very, very serious about taking Indian cricket forward. People actually always used to think that he was not too serious about Test cricket, but he was equally serious about Test cricket as well. That was one of the reasons why we reached No.1 as well.Smith: Sourav made such a big impact in Indian cricket in terms of the talent he brought, the mentality he brought… I think that like Allan Border probably did in the early days of Australian cricket, setting them up for the success, I think you’ve got to look for Dada here and say what he did for Indian cricket was iconic. He did the hard yards and all these wonderful players and captains followed.

Rangers lodge bid for £2.7m star who’d be a better signing than Jefte

Glasgow Rangers have one match left to play before they can fully turn their attention to the upcoming summer transfer window and how they could shape their squad.

The Light Blues travel away from Ibrox to take on their local rivals in the SFA Cup final at Hampden Park and have the chance to secure their second trophy of the season.

Philippe Clement won the League Cup trophy early on in his reign, with a 1-0 win over Aberdeen in the final, and will now look for a second piece of silverware in his first campaign at the club.

The Belgian head coach will then work with head of recruitment Nils Koppen to identify and sign targets to improve the playing squad ahead of next season.

However, there is reportedly already an effort being put in behind the scenes to get deals over the line before the club's season is even officially over.

Rangers are in the market to bolster their defensive options and they are reportedly battling it out with another team to land a new central defender to compete with the likes of John Souttar, Ben Davies, and Connor Goldson.

Rangers submit bid to sign colossus

According to Bulgarian outlet Gong, the Light Blues are facing a battle with English Championship outfit Norwich City to sign Levski Sofia defender Jose Cordoba this summer.

The report claims that both team are interested in a deal to snap up the left-footed colossus and they have both submitted bids to secure his services.

It states that the centre-back will be sold by Levski Sofia and that a fee of around €3.2m (£2.7m) is expected to be earned by the Bulgarian side, with both Rangers and Norwich having said to have made similar proposals in terms of money.

Gong adds that the Gers invited him over to Scotland earlier this season to take in a clash with Kilmarnock in the Scottish Premiership, and that he had agreed a preliminary contract with the club.

However, this latest report reveals that Cordoba now prefers to join Norwich in England is the project at Carrow Road, despite them not having a manager in place at this time, is more 'attractive' to the defender.

Rangers are, per the Daily Record, via IbroxNews, set to sign Fluminense left-back Jefte on a permanent deal in the coming weeks but the Sofia star would be an even better signing for the Gers than the Borna Barisic replacement if they can oust the Canaries out of the way.

Where Jefte would fit in at Rangers

The left-footed full-back may not be an immediately impressive signing to come in and improve the team as he could have Ridvan Yilmaz ahead of him in the pecking order.

At the age of 20, the Brazilian whiz may be one for the future rather than a player who could come in to make an instant impact in the Premiership and in Europe next season.

The young starlet spent the 2023/24 campaign on loan with APOEL Nicosia in Cyprus and his form this season does not suggest that he would come in as an upgrade on Yilmaz in the short-term.

As you can see in the table above, Jefte has provided more assists than the Turkey international but with 33% fewer key passes per game on average, which suggests that his superior assist tally may be down to the quality of finishing from his forwards.

Yilmaz has also won a much higher percentage of his physical duels against opposition players and been dribbled past far less per match on average.

These statistics indicate that Jefte is a young player with a lot to learn, as he has been dominated in duels and is regularly dribbled past by wingers, whereas the Rangers star, who is three years older, is a solid defender who can be relied upon in and out of possession.

Therefore, Yilmaz could remain the first-choice option for Clement at Ibrox even with the Brazilian's reportedly pending arrival, which would not make him a fantastic signing in the short-term, at least, as it may take a season or two before he is ready to play week-in-week-out.

Why Jose Cordoba would be a better signing than Jefte

Whereas, Cordoba could be a better addition for the Light Blues in the here and now as he could come in and immediately make his mark on the pitch, based on his form this season.

John Souttar and Ben Davies have been two of the main left-sided centre-back options for Clement in the Scottish Premiership this season, with the latter being the only left-footed option in that position for the Gers.

As you can see in the table above, Cordoba has the potential to offer more than both of them from a defensive perspective, with far more interceptions and recoveries to win possession back for his team each game.

This suggests that the 22-year-old colossus is more aggressive, as shown by his superior number of duels won per match, than Souttar and Davies and could take the game to opposition attackers more than Clement's current options.

Football scout Petar Petrov described him as one of the most "progressive" defenders in Bulgaria, which also suggests, along with his 88% pass accuracy in the Parva Liga, that he is comfortable at playing out from the back.

As a naturally left-footed player, Cordoba could build attacks more comfortably than Souttar, a naturally right-footed operator, on the left side of the defence as he can open up onto his left foot to play passes into midfield or to the left flank.

Rangers could land a dream Shankland alternative in £6.8m star

The Light Blues are reportedly keeping close tabs on the prolific young marksman.

Therefore, the potential is there for the 22-year-old star to come in as an immediate starter for Rangers to bolster their backline, if he can translate those performances over to Scotland, and that is why he would be an even better signing than Jefte, who does not appear to offer more than Yilmaz at this point in time.
